I guess it most underestimated metric since program managers suppose that once a dev machine is setup then you don&#039;t need to change it.
But with consultants around and new people coming on the team sometimes it takes more time to setup the dev machine of the new team member than for the new one to fix the problem he came on board for.
In the company I worked for in Wellington the TTLS was of almost a week (not of consecutive time, but of course the one that held the knowledge of how to setup the dev machine was not always available)
